Primary Objectives
The Rental Occupancy Housing Programs Specialist is a key line-level position responsible for processing all Housing Program Applications. The Rental Occupancy Housing Programs Specialist should exhibit professional behavior befitting the Housing Department. The Rental Occupancy Housing Programs Specialist is to promote client self-sufficiency by providing support and assistance to all Tribal Members regarding housing, housing assistance, and available resources through the Housing Department. Through these efforts, the Rental Occupancy Housing Programs Specialist helps ensure that Tribal Members have the resources, education and support needed to maintain stable housing and achieve long-term housing success. This job description is not an all-inclusive list of the duties and responsibilities of this position. PCI Employees are expected to perform all duties and responsibilities necessary to meet the goals and objectives of applicable programs and departmental objectives, as assigned.

Essential Functions
  • Processes all Housing Programs Applications.
  • Determines eligibility for particular programs, verifies all participant income, computes payments, and completes annual recertifications.
  • Assists tenants in understanding and complying with Housing Rental Policies, Rules, Regulations, and Lease Agreements.
  • Offers guidance on maintaining stable housing, financial management, and improving self-sufficiency.
  • Initiates the scheduling of background checks, processing all background checks paperwork.
  • Performs all move-ins and outs of the rentals and sets up and removes rental accounts in CRM.
  • Sends and receives emails, mailing documentation, answering telephone calls concerning Housing Programs, and complaints.
  • Completes drive-through inspections of the Rental Subdivisions to monitor the upkeep of the yards and clutter. Works with and counsels tenants regarding problem areas and monitors areas of concern weekly.
  • Initiates corrective actions for program participants, including, but not limited to, collections for late payments, evictions, and repayment agreements.
  • Assists the Senior Manager-Housing Programs Operations and Senior Manager-Housing Administration & Accounting in preparing monthly, quarterly, and annual reports and budgets.
  • Reviews and suggests changes to Policies.
  • Works with the Housing Inspector on all yearly inspection reports, completing work orders as needed after inspections, and corresponding with tenants in the problem areas that need attention.
  • Assists with Contamination testing of all rentals at the yearly recertification date. If units are contaminated, work with the Manager-Housing Projects and Senior Building Inspector on retesting, cleanup of the units, scheduling backup housing for the tenants while the units are being cleaned and working with tenants to move back into the rentals after the units are cleaned. Three months after the cleanup, schedule follow-up contamination testing after the unit has been cleaned.
  • Maintains and updates participant files and the computer database (CRM) to ensure that data is current.
  • Prepares contracts, Lease Agreements, and other documentation necessary for participants in Housing Programs.
  • Responsible for all purchase orders concerning program budgets.
  • Works with the Senior Manager-Housing Administration & Accounting, Senior Manager-Housing Programs Operations, and Housing Counselor to address participant issues and prepares correspondence between the Housing Department and participants.
  • Receives maintenance calls relating to tribal units and processes work orders for necessary repairs.
  • Performs other duties as assigned by the appropriate person.
Job Requirements
  • Associate’s Degree in Business Administration and/or a combination of education and related employment experience in a confidential office setting equivalent to two (2) years.
  • One (1) year experience working with budgets, including but not limited to, required reports, budget modifications, etc. required.
  • One (1) year in government housing programs preferred.
  • Must have knowledge of Microsoft Office Suite (Word, Excel, etc.), internet software and appropriate storage of electronic files. Must successfully pass required pre-employment computer skills exam.
  • Demonstrate ability to communicate effectively both verbally and in writing to a diverse audience. Must successfully pass applicable knowledge, skills and abilities exams.
  • Ability to work odd and irregular hours, as needed.
  • Must possess a valid state driver’s license and an insurable driving record according to Tribal Insurance Guidelines.
  • Must successfully pass the required criminal and character background check.
  • Ability to travel and participate in required training, leadership development, and other events.
  • Ability to perform all duties and responsibilities of this position adequately and successfully.

  • The starting pay will depend on factors such as experience level and skillset.
