Primary Objectives
The Director Workforce Compliance & Empowerment is an important leadership role that is responsible for advancing Tribal sovereignty through the oversight of Title 33 (Tribal Employment Rights), enforcement of Indian Preference compliance, and implementation of economic empowerment strategies. This position supervises a high-functioning team, including specialists and support personnel across TERO certification, compliance, labor surplus, business support, and Tribal economic development. The Director will lead efforts to build
career pathways, expand business capacity, and ensure compliance with Tribal employment rights and procurement priorities. Essential Functions
- Directs all regulatory and operational aspects of the TERO Office, including compliance audits, contractor oversight, Indian
- Preference certifications, and labor surplus pool management.
- Collaborates with Legal, HR, and Operations on necessary updates to Title 33.
- Supervises and take part in the development of TERO staff to include direct ownership of career development, succession planning, performance management, payroll and workforce management, and continuous improvement efforts.
- Oversees the development and implementation of procedures aligned with Title 33 and ensure consistent, accurate application across the organization.
- Serves as the liaison to the Tribal Regulatory Commission and Grievance Board, supporting documentation and hearings.
- Leads development and delivery of Title 33 training programs to internal departments and external partners.
- Oversees and develops the Tribal Economic Empowerment program, facilitating access to entrepreneurial resources, financial education, and small business growth strategies.
- Supports Tribal Citizens, especially youth and emerging entrepreneurs, in identifying pathways for long-term economic prosperity.
- Oversees the creation and implementation of Standard Operating Procedures (SOP’s) for the Tribal Workforce Compliance and Empowerment team.
- Tracks and reports TERO complaints, compliance metrics, and program effectiveness data to Regulatory leadership. Liaise with internal and external communications teams where appropriate such that priorities and accomplishments are well communicated and that internal stakeholders have actionable data for decision making.
- Champion continuous improvement by evaluating systems, identifying inefficiencies, and introducing process enhancements aligned with Division goals.
- Ensures operational alignment between TERO and economic empowerment initiatives.
- Represents the Regulatory Division in Tribal meetings, workshops, and strategic planning sessions.
- Develops and oversees annual budgets for assigned programs and lead strategic planning in partnership with the Division Director.
- Performs other duties as assigned by the appropriate person.
- Bachelor’s degree in Business Administration, Human Resources, Public Administration, Legal Studies, Compliance. Master’s degree preferred.
- Minimum ten (10) years of experience in compliance, human resources, regulatory, or operational support setting.
- Experience supervising multidisciplinary teams and managing cross-departmental projects.
- Working knowledge of regulatory environments and Tribal government operations required
- Ability to work odd and irregular hours, as needed.
- Must possess a valid state driver’s license and insurable driving record according to Tribal insurance guidelines.
- Must successfully pass the required criminal and character background check.
- Ability to travel and participate in required training, leadership development, and other events.
- Ability to perform all duties and responsibilities of this position adequately and successfully.
- Strong proficiency in Microsoft Office and project management tools.

- The starting pay will depend on factors such as experience level and skillset.
